- Nach den Baureihen 130 (Höchstgeschwindigkeit 140 km/h) und 131 (100 km/h) stellte die DR ab 1974 die Baureihe 132 (120 km/h) mit elektrischer Heizeinrichtung in den Dienst. Mit dieser Konfiguration war die für die DR optimale Maschine gefunden. Daher beschaffte die DR 709 Lokomotiven vom Werk in Woroschilowgrad. Nach einigen Anfangsproblemen stand dem Betriebsdienst damit eine zuverlässige und vielseitig verwendbare Maschine zur Verfügung. Die im ersten Jahr gelieferten Lokomotiven wurden fast ausnahmslos auf wichtige Bahnbetriebswerke, mit Zugförderungsaufgaben im internationalen Reise- und Güterverkehr, verteilt.
